Congress finalizes 2024 spending including groundwater programs

With the passage of H.R. 2882, the “Further Consolidated Appropriations Act of 2024” on March 23, Congress finalized its fiscal year spending for 2024.

Included in the bill were various programs and initiatives supported by NGWA. These include:

  • $3.45 million dollars for the EPA Private Water Well Program that funds various programs to support private water well users.
  • $1.64 billion for the Clean Water State Revolving Fund that provides states with low-cost financing to address nonpoint source pollution control, decentralized wastewater treatment systems, stormwater runoff mitigation, green infrastructure, estuary protection, and water reuse.
  • $1.13 billion for the Drinking Water State Revolving Fund that provides assistance to public water systems in financing the cost of drinking water infrastructure projects needed to achieve or maintain compliance with Safe Drinking Water Act requirements.
  • $5 million for the Decentralized Water System Grants Program that provides grants to homeowners to rehab or install new septic systems and water wells.

Most all program funding remained at the same or similar to funding allocated in 2023. Congress is now working on appropriations for Fiscal Year 2025.

NGWA is holding the 2024 NGWA and WQA Fly-In on May 7-8 in Washington, D.C.

The Fly-In will focus on two days of advocacy surrounding the industry’s most pressing policy issues. Attendees will meet with their representatives in Washington, D.C., and be given the opportunity to discuss priorities such as expanding grants for private water well owners, PFAS, managed aquifer recharge, workforce development, and new regulations for CDLs and CMVs.

The Fly-In will also include a full day of policy presentations and networking opportunities.
